  • 3 (6 inch) corn tortillas, plus more for garnish
  • 2 tablespoons flour
  • 1/2 teaspoon chili powder
  • 1 teaspoon ground cumin
  • 1/2 teaspoon salt
  • 1/2 teaspoon pepper
  • 2 tablespoons vegetable oil
  • 1/2 cup finely diced onion
  • 1/2 cup finely diced poblano pepper, plus more for garnish
  • 1/2 teaspoon minced garlic
  • 2 tablespoons butter
  • 3 cups chicken broth
  • 1/2 cup half-and-half
  • 2 ounces cooked chicken, chopped (1/4 cup)
  • 1/2 cup shredded monterey jack cheese
